At what age can I start using an E-collar?

A "flat collar" is just the regular leather or sometimes woven
collar.

He is probably wearing one with his I.D. tags and leash attached
to it. It's the top collar here:

Right, I have seen the reference to the study from that Silverton seminar. What I have never found is the study.
