Agreed, ditch the e collar for now. If there's absolutely no compliance with positive reinforcement (the preferred method) and he still refuses to sit, I'd go with a prong collar, pulling it up a bit while pushing down on his rump. The prong won't hurt, just remind him who's in charge. Make sure he knows what behavior is expected before using any correction, by coaxing, and rewarding him when he does it correctly.

I'm voting a BIG NO on pushing down on the rump. I haven't seen anyone use that method in many yrs. It can be hard on a dogs hips and very hard on a puppies hips.
I have no problems with the pinch if it's needed.
